DRAFT MINUTES of the PARISH COUNCIL MEETING
held on Monday 2 June 2008 at 7.30 pm at Barwick Methodist Schoolroom

1 APOLOGIES FOR ABSENCE

2 DECLARATIONS OF INTEREST
Councillors George Hall & Norma Fletcher in respect of Scholes Primary School Playing Field and Councillor Birdsall in respect of Scholes Lodge Farm
3 CO-OPTION of NEW COUNCILLOR
It was RESOLVED that John Hayton be co-opted to the Parish Council as ward member for Barwick to fill the vacancy created by the retirement of Councillor Colin Bond
4 MINUTES OF PREVIOUS MEETING
It was RESOLVED that the minutes of the Annual Parish Council Meeting held on 12 May 2008 (46-49) having been circulated, be approved and signed
as a correct record.
5 MATTERS ARISING
5.1 Enhanced Street Lighting in Barwick : The Clerk had prepared a plan which had been checked by Councillors Yapp & Tinker for submission to SEC in order to clarify the number of lighting columns required for Barwick.
5.2 Traffic Calming : The result of the BINS traffic count were awaited and the Clerk was asked to make enquiries of Inspector Griffiths at Wetherby Police.
5.3 Scholes Lodge Farm : The landscaping and drainage issues had been completed satisfactorily but there was concern in respect of the trees where grass/weeds had not been cleared for the 1 metre circle at the base of each tree. The grass & weeds were now in need of cutting and there was concern in respect of certain weeds which came under legistlation. More………………………….. A meeting with the Historical Society was scheduled for Friday morning to discuss the future use of the area having regard to the “ancient mote”.
5.4 Dog Bins : a reply was still awaited form Councillor John Proctor
5.5 Molly Samwell : a positive response had been received from Roger Samwell and the Scholes Councillors would bring forward proposals for a memorial at the July meeting.
5.6 Scholes Primary School Playing Field : correspondence had been received from Jeremy Keates at Leeds City Council enquiring as to the Parish Council’s views on this issue. It was felt that a face to face meeting was now required and the Clerk was requested to send a cheque for £750 covering the usual payment to the School for grass cutting of the field.
5.7 Scholes Main Street Sewer : A letter was circulated from the MD at Yorkshire Water outlining,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,
6 FINANCE
6.1 It was RESOLVED that the financial reconciliations for May having been circulated be approved
6.2 It was RESOLVED that the invoices and list of payments to be made as listed be approved
11 CRIME REPORT
The crime report was presented by PCSO Gaynor Duffy accompanied by ?????
12 CORRESPONDENCE
The Clerk presented the list of correspondence (249-272) received since the last meeting, details of which had been previously circulated, and a copy of which is attached to these minutes.

13 OTHER MATTERS
13.1 A comprehensive report from Barwick in Elmet Historical Society was received. It was RESOLVED to offer support as requested which involved a small financial contribution to be further agreed
13.2 The Minutes of the Scholes Playing Fields Committee were deferred to the June meeting
13.3 The minutes of the Barwick Playing Fields & Allotments Committee were deferred to the June meeting.
14 PLANNING
The Parish Council considered and approved the recommendations of the Planning Committee with regard to the planning applications forwarded by Leeds City Council Development Department which had been previously circulated to Councillors The decisions taken at the meetings held on 21 April and 12 May were confirmed and are as set out on the attached schedules.
15 REFERRALS TO LEEDS CITY COUNCIL & OTHERS
Councillor Fletcher reported on a broken and dangerous drain in the pavement/road at the junction of Station Road and Main Street, Scholes.

There were no returns
17 DATES of FUTURE MEETINGS

There being no further business the meeting was closed at 9.11 pm
